Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office.  In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.

Jonathan is an advisory board member of the National Association of State Treasurers—State Debt Management Network.  Prior to joining the State, he was an attorney with the law firm of Arnall Golden Gregory LLP in Atlanta, Georgia.  Jonathan earned his J.D. from the Emory University School of Law and his B.A. from Tulane University.

James McCourt joined the fixed-income investment management team at United American Capital Corporation in June 2008, and has over 11 years of financial industry experience. His duties include the daily management of UACC’s client portfolios, executing trades, and participating in the development of the firm’s overall fixed-income strategies. In addition, he is responsible for maintaining the performance records for the firm and conducting market research. Prior to joining UACC, Jim was a credit analyst in the Business Banking division at JPMorgan Chase. Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking.  Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach.  In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature.  Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.   

Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio.  In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”

Zach Prouty serves as the Assistant Manager of Treasury Services in the Office of Ohio Treasurer Robert Sprague. Treasury Services assists in managing the state’s banking relationships, providing operational oversight to various divisions within the office, and management of certain special projects. Zach has been in this role since January 2019.

He previously spent five years working in various legislative roles in the administration of former Governor John Kasich, including positions at the Ohio Department of Commerce, Ohio Department of Administrative Services, and the Governor’s Office.

Zach is a graduate of The Ohio State University where he earned a bachelor’s degree in Political Science, as well an MBA and MPA.

Loren (Lonny) is the chief auditor of the southwest region for Ohio Auditor of State Keith Faber.  As chief auditor he is responsible for the overall quality, value and timeliness of audit services to approximately 775 entities covering 13 counties in southwest Ohio.  He works with a team of over 60 professionals to promote good communication between auditors, strong relationships with clients, audit timeliness, and high professional standards.  Lonny has been Chief Auditor since 1995.  Prior to 1995 he served as director of financial operations for Clermont County, manager for Ernst & Young, and chief accountant for the Lucas County Auditor. Lonny graduated from Michigan State University in 1983, obtained a CPA certification in 1987 and is a member of the Ohio Society of CPAs.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006.  Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio.  Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.

Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities.  Mr. Laskey formerly served on the Board of Trustees for Clovernook Center for the Blind in Cincinnati but remains actively involved in the organization.

She has been directly involved in the issuance and sale of over $7 billion in new money and refunding bonds comprising 50+ transactions across five unique credits for the State of Ohio. She also facilitates timely repayment of the State’s $10.5 billion debt portfolio and serves as administrator for the Ohio Market Access Program.

Tom Walsh is an experienced professional with over 20 years in the financial services industry. He currently serves as SVP, Treasury Management Innovations.
In this capacity, Mr. Walsh has had a primary focus on development and deployment of healthcare revenue cycle solutions, and is now leading the exploration of distributed ledger, or blockchain technology at PNC.
