Ted has over 18 year experience working with government investors.  Ted joined Huntington Capital Markets in December of 2013 as Senior Vice President and Managing Director of Institutional Investments for Ohio, West Virginia and Indiana markets. Prior to joining Huntington, Ted spent fourteen years with Fifth Third’s Institutional Investments Group.  Ted specializes in fixed income investments for national and local institutions, including money managers, mutual funds, hedge funds, financial institutions, insurance companies, governments, schools, corporations and not-for-profit entities.  

Ted has been certified as a speaker for the Center for Public Investment Management and is a volunteer in the local American Heart Association, Starfire Council and United Way.   Ted received a B.S. in Business from Miami University (1992) and a J.D. from Loyola University at Chicago (1996).  Ted also graduated from Culver Military Academy’s summer program (1986). Ted is Series 7 and 63 licensed and retired status as an attorney.

James McCourt joined the fixed-income investment management team at United American Capital Corporation in June 2008, and has over 11 years of financial industry experience. His duties include the daily management of UACC’s client portfolios, executing trades, and participating in the development of the firm’s overall fixed-income strategies. In addition, he is responsible for maintaining the performance records for the firm and conducting market research. Prior to joining UACC, Jim was a credit analyst in the Business Banking division at JPMorgan Chase. Mr. McCourt earned a B.S. degree from The Ohio State University and an M.B.A. from Capital University. He is also an active member of the CFA Institute and the CFA Society of Columbus.

Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office.  In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.

Jonathan is an advisory board member of the National Association of State Treasurers—State Debt Management Network.  Prior to joining the State, he was an attorney with the law firm of Arnall Golden Gregory LLP in Atlanta, Georgia.  Jonathan earned his J.D. from the Emory University School of Law and his B.A. from Tulane University.

  Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions.  Allison has also served as bond counsel on 501(c)(3) and health care conduit financings. 
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017.  Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee.  Allison also serves on the board of Women in Public Finance – Ohio Chapter.  She is also a member of the National Association of Bond Lawyers.
Prior to beginning her legal career, Allison served as an economist for the Ohio Legislative Service Commission.  In that position, she staffed the Senate Finance and Financial Institutions Committee for which she drafted amendments to and coordinated the State of Ohio’s biennial operating and capital budget bills.

Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds.  Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure.  Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).

He has been a presenter at the Council of Development Finance Agencies’ national conference and serves as their muni bond advisor for both beginner and advanced bond courses and has also presented at the annual conferences for the Ohio Economic Development Association, the Ohio Government Finance Officers Association and is a guest lecturer at the Ohio State University.

Cooper joined Umbaugh in 2015 when his practice, ACI Advisors, LLC, merged with Umbaugh.  He is based in Umbaugh’s Columbus, Ohio, office and lives in Worthington, Ohio with his wife Patty and their three boys, Alex, Calvin and Ivan.

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking.  Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach.  In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature.  Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.

Loren (Lonny) is the chief auditor of the southwest region for Ohio Auditor of State Keith Faber.  As chief auditor he is responsible for the overall quality, value and timeliness of audit services to approximately 775 entities covering 13 counties in southwest Ohio.  He works with a team of over 60 professionals to promote good communication between auditors, strong relationships with clients, audit timeliness, and high professional standards.  Lonny has been Chief Auditor since 1995.  Prior to 1995 he served as director of financial operations for Clermont County, manager for Ernst & Young, and chief accountant for the Lucas County Auditor. Lonny graduated from Michigan State University in 1983, obtained a CPA certification in 1987 and is a member of the Ohio Society of CPAs.

Tom Walsh is an experienced professional with over 20 years in the financial services industry. He currently serves as SVP, Treasury Management Innovations.
In this capacity, Mr. Walsh has had a primary focus on development and deployment of healthcare revenue cycle solutions, and is now leading the exploration of distributed ledger, or blockchain technology at PNC. During his career Mr. Walsh has held a diverse set of roles providing him with broad-based experience spanning finance, strategic planning, and product development.
